In most jurisdictions, one needs a fence-building permit, which is issued at the city hall. Failure to acquire a permit may result in one being forced to buy one in addition to paying a fine. Rules that relate to construction of fences are usually attached to the copy of the permit one is given.

If one does not know the exact position of the property lines, they are likely to position the fence wrongly. To identify the exact location where the lines pass, one should consult with local authorities. Wrongly built fences force homeowners to remove them and they may be called upon to pay fines to neighbors. A survey of the property should be obtained before work is started.

Borders of a property are usually demarcated by stakes. The position of these stakes can be identified using a plot plan. Local authorities have plot plans for all local properties and one can buy one from them. Exact placement of the stakes can be identified using metal detectors.
